TsAGI participates in the international RAMBLE project meeting

1 April 2019

The sonic boom reduction is an urgent problem while developing the second generation supersonic civil aircraft. One of the important aspects of its decision is to elaborate international norms on sonic boom. Russia is examining this question in the cooperation with the European Union within the framework of the RUMBLE project, the purpose of which is the study of threshold values and rules for assessing the level of sonic boom from supersonic civilian aircraft (SCA). The Zhukovsky Central AeroHydrodynamic Institute (TsAGI, a member of the National Research Center “Zhukovsky Institute”) is the Coordinator of the Russian part of the work.

The Project’s working meeting took place in Paris (France) in the middle of March. The aim of the event was provisional results of the interaction between Russian and European participants. It goes about the results of flight experiment within the framework of the first campaign, its appraisal, and the acceptable level of the sonic boom effect from a supersonic aircraft on buildings and structures.

TsAGI’s delegation presented the results of their work in the reports prepared according to the Project plan. They also discussed the studies’ progress and formed plans for 2019. The European partners commended the contribution of the Russian part of the Consortium to the development of the RUMBLE project. The first flight experiment program was conducted to measure the level of sonic boom from the Russian SU-30 outside and inside of buildings close to the measuring point. Scientists compared the numerical results and calculations of sonic boom volume from the experiment. They also assessed the possibility of creating a low sonic boom prototype aircraft. The European colleagues submitted a preliminary report and the evaluation of an acceptable level of sonic boom on a person.

As a result it was decided to hold the intermediate meeting on the Project at the International Paris Air Show Le Bourget in Paris 2019, with the participation of the Advisory Board of the Project. Its members are representatives of the European Commission, the European Aviation Safety Agency, the Directorate of civil aviation of France, Ministry of industry and trade of the Russian Federation, as well as leading industrial partners and participants of the Project, including TsAGI, Dassault, Safran, Airbus, Rolls-Roys, etc. The parties will present the preliminary results of the project to the general public during this meeting.

“The collaboration with our European partners on the formation of requirements and the second flight campaign in Russia in July, 2019 will enable us to significantly advance towards the achievement of the Project’s objectives,” said the head of the delegation, the head of TsAGI’s programme SBJ/SPA, the RUMBLE Technical project manager, Doctor of Engineering Science, Igor Bashkirov.

17 domestic and foreign research organizations, manufacturing plants and universities participate in the Project together with TsAGI. They are DLR (Germany), Airbus SAS (France), Dassault Aviation (France), Université Sorbonne (France), FSUE “Central Institute of Aviation Motors named after P.I. Baranov”, the Gromov Flight Research Institute, GosNII GA, GkNIPAS, the Moscow Aviation Institute (MAI), etc.

RUMBLE (RegUlation and norm for low sonic Boom Levels) is a H2020 collaborative project of the European Union. In the course of the research specialists will identify regulatory standards of the acceptable noise and vibration for the population and terrain from flying aircraft. The final document is planned to be submitted for consideration to the International Civil Aviation Organization (ICAO). The Rumble project was started in December 2018 and will last for 3 years.
